[cisco-voip] cm location

If you place a call between two phones that have None configured for 
the Location then you have unlimited bandwidth available.  The call 
won't use one of the configured Locations.  It sounds like another 
device, Transcoder maybe, is being invoked that is in one of the 
configured Locations.  CCM traces will show you what is happening.
