progress_ind really has very little to do with DTMF.

progress_ind determine *WHEN* audio is cut through.  Though that  
audio cut through (actually the associated h245 session) is a pre- 
requisite for DTMF exchange, the 2 are not directly linked as you  
seem to imply.
