As you are using an h323 gateway, I suspect the problem is more to do
with dial-peer matching. We have seen far more problems caused by
incorrect peer matching.

For dial-peer matching, every call through the router must match an
ingress peer and an egress peer. The VOIP peer you match (whether
ingress or egress) must have your desired h245 dtmf signal option
configured. Keep in mind it could match the default peer (aka dial-
peer 0) which would not negotiate DTMF relay.

progress_ind really has very little to do with DTMF.
progress_ind determine *WHEN* audio is cut through. Though that audio
cut through (actually the associated h245 session) is a pre- requisite
for DTMF exchange, the 2 are not directly linked as you seem to imply.

command breaks DTMF tones but the progess_ind commands have no effect.
