[cisco-voip] Using extensions beginngin with a 9

I have problem.
People dial 9 to get an outside line, so I have a bunch of translation
patterns beginning with a 9.
Now I have people joining the systems whose last 4 digits of their
numbers are 9XXX. My telco is sending 4 digits with the call, and it is
ringing busy. However, when the telco switches to sending me 7 digits,
and I change the extension on the phone to be the full 7 digits, the
calls come through.
How can I use 4 digits with these extensions beginning with a 9?
