[cisco-voip] Using extensions beginngin with a 9

Put the translation patterns with 9 in a partition,
and configure proper CSSs for outbound calls from
phones and then a CSS for inbound calls from the
gateway. The CSS for inbound calls from gateways
shouldn't have the partition used for the translation
patterns. Assign this CSS to the gateway for incoming
calls. This way only those partitions in that CSS are
usable for inbound calls on the gateway.
