Yes, using IPCC Enterprise 6, and Cisco Email Manager Option 5.
Works well, but is a very large scale solution, which means expensive
too.
I think ours is the smallest Enterprise/CEM deployment there is (30
agents licensed, but 3 months later we downsized to 8), and it required
working with a very competent partner to set it up quickly and
economically (some of the quotes were outrageous, and there are only a
handful of ATP certified partners).

We went with Enterprise purely because there was no way to do CEM with
Express at the time, I wasn't aware that had changed.

Has anyone done this? That is, cueing emails to an IPCC agent? Looking
for some documentation describing this feature and cant seem to find it
on Cisco.com.
