[cisco-voip] "File Not Found" When Upgrading to 7.1.2

I'm trying to upgrade a number of 7940s (not G) and am getting "File Not Found" and then they use the existing load.
Anyone else run into this with the 7940s?
I've double and triple checked the spelling (I cut and paste the load), I don't have any extension after the load name, I've made sure the files are in the directory (some phones, mainly Gs, are upgrading fine), and I've even restarted the TFTP server. These phones are on the same network as well, with all the same DHCP settings.
