[cisco-voip] "File Not Found" When Upgrading to 7.1.2

So that leaves the TFTPServer and interim network

maybe TFTP server on CM is non responsive.  w2k has a builtin tftp 
client convenient for testing.  from cmd line:

C:\>tftp localhost get xmldefault.cnf.xml
Transfer successful: 2316 bytes in 1 second, 2316 bytes/s

Then for the extra paranoid like myself, verify the downloaded file is 
the same as the server file in the TFTPPath directory by using md5sum.

compare the md5sum of the downloaded file and the original file.

If md5sums match, I suspect something in the network is interrupting the 
TFTP stream.  Our phones have a tenuous relationship with firewalls when 
it comes to TFTP.  the UDP port selection for tftp goes like this:

phone:RandomUDPPort --> tftp get --> TFTPserver:69
phone:RandomUDPPort <-- tftp data packet#1 <-- TFTPserver:RandomPortNumber
phone:RandomUDPPort --> tftp ack packet#1 --> TFTPServerRandomPortNumber

step 3 is where most firewalls draw the line because of the 2 random 
port numbers.
