[cisco-voip] DC Directory doesn't start

No. We got the DC Dir working with TACs help. They had
us copy the *.CAT files that were different from the
subscriber to the pub.
Now DC Dir works but the backup fails on DC Dir is
failing so got to get over that hurdle now.
