[cisco-voip] CER 1.2 Subscriber not browsable?

Hi,
I have a Cisco Emergency Responder 1.2 cluster comprising of a
Publisher (Primary) Server and a Subscriber (Standby) Server. While I
can browse to the Publisher, when I attempt to http in to the
Subscriber, I am unable to do so and I get the message
'
Primary Cisco Emergency Responder is active.'

I can Ping and DNS to the Subscriber.

So how can I web login to the CER subscriber?
