[cisco-voip] Need help on secure configuration for cisco 7940/7960

Hi,
I am new to cisco ip phone. I need advice on how to securely setup tftp server for cisco 7940/60 retrieve the configuration file. On cisco website, it metioned *.tlv file for secure configuration. Is this the way to go? Can anybody show me a sample *.tlv file? We will have many cisco phones deployed using MGCP. How can I provent somebody to access my tftp server and get MGCDefault.cnf file?
