[cisco-voip] 7.1.1 phone load (was advice on CCM3 to CCM4)

7.1.1 was pulled at least partially because of CSCeg64492. There were
multiple TAC cases with reports of one-way audio followed by the phone
resetting and then freezing. At that point you could only recover the
phone by powering it off.
