[cisco-voip] 7.1.1 phone load (was advice on CCM3 to CCM4)

Cisco is tracking issues with 7.1.1 registered to 3.x CM servers in 
CSCeg64492.  We believe are testing a fix in the lab.  I am not aware of 
any such failure with 7.1.1 phones registered to 4.x CM.
