Thanks for your response. I was afraid this might be true. I have tried
'isdn incoming-voice modem', and it does not have an effect. Most Cisco
documentation has mentioned the ASxxxx equipment rather than the 3700/3800
series routers. So an NM-1CT1 (or equivalent) should allow me to connect a
fractional T1 for modem calls to the router and pick up the calls with my
MICAs, right? We need the dual voice T1 ports either way for connection to a
legacy phone switch so we're not stuck if we need a different T1 module for
the modem calls.

If I remember correctly, you're not going to be able to hand off a call to
your MICAs using those T1s - I believe they're voice only. You may need to
go with an NM-1CT1 (or equivalent). The only boxes that'll handle both voip
and modem calls on the same hardware are nextport platforms (AS5350, etc..).
If you've got a pri configured, can you configure "isdn incoming-voice
data," or only "isdn incoming-voice voice?" I think that would be a sign
that you're not going to be able to use the MICAs with those T1s.
