This gives you the basic idea behind a PLAR with CallManager. You might have to massage it a bit to fit your particular dial-plan design.

Hello folks,
Does anyone know if it's possible to configure an IP phone (7902 in
this case) to dial a particular number when it goes off-hook? I know
you can do this with analog phones via a PLAR on a Voice Gateways
voice-port, but is there equivalent functionality in the IP world?
