[cisco-voip] SRST and MGCP Failover

Issue: When operating in fallback-mode out bound calls work but incoming
calls get reorder tone. I get the message stating that the mgcpapp was
unavailable called:XX was route to the default applications but still
reorder tone. Any ideas??
