[cisco-voip] IP phones "Not Registered" but working

It is working now. One of my co-workers enabled all services on the subscriber and one of them fixed it. 
 
I would be interested in knowing which service monitors the status of the devices if anyone knows it "off the top of your head" ... otherwise the problem is solved. Thanks for the responses.

	I am running CCM 4.1(3) and our 7940 and 7960 phones are working correcly but are displaying "Not Registered" in the status field of the Phone list.
