[cisco-voip] Setting up AAR

I want to set up AAR routing for our branch offices should the WAN
bandwidth be exceeded, the problem I think I may have is that most of
our users in the central site are still using our old MD110 PBX and are
routed through the call manager via a qsig gateway. As I understand it
the external phone number mask is set on each phone on the call manager
and this is the number that gets sent when that particular phone is
called. Is there anyway that I can route the call to a number without
setting it on the phone so that calls that normally go through the WAN
/Qsig to our PBX can also use the PSTN.
