[cisco-voip] 411 Interdigit Timeout

If you mark the "MiamiLocalPT    9.[2-8]11" route pattern with a 'urgent'
priority you should be ok. This should be similar to your 911 and 9.911 route
patterns, i.e. they should also be marked urgent priority.
