You are correct that the 9.XXXXXXX is what's making you hit the 
interdigit timeout.   To use route filters you will have to move to 9.@ 
route patterns and doing that on a production system is not something 
to be taken lightly.

The quickest workaround for you may be to make a 9.[2-8]11 translation 
pattern that strips pre-dot and prefixes a 1 to the call.  Then 
change/add a 1.[2-8]11 route pattern to route the calls.  This will 
change the called number display on the phone to 1411 but the call will 
be routed.
