[cisco-voip] CMM Config with ACT

FYI,

The SNMP issues are fixed in the 12.3(8)XY5 image but
the 12.3(14)T1/T2 images don't have fix. So XY5 is it
if you're concerned/doing T1 SNMP monitoring on the
CMM.
