You will need at least layer 2 to register.

I normally plug in a loopback plug for staging.

I've got my 3640 properly configured (or so I believe), but it isn't
showing up as registered on my CCM (4.x)..  To me it appears as though
the gateway is properly configured as it shows as being "registered" to
the primary CCM (my subscriber).
