7940&7960 do support pictures, al be it in greyscale and with some other restrictions.
You could make a webpage in asp that displays a new image every second (need to be a very powerfull webserver)...
There are some tools at cisco to convert a bmp to a picture for the phones.

As far as I know, the 7940 and 7960 don't support pictures.  You can create a webpage in XML to be displayed but that won't be a picture....the 7970 does however...

I am actually searching a way to put some video on IP PHONE.

I want to display on the phone, a picture which will be refreshed every 1 second (for 7940 & 7960 models).
Do you know if that kind of service is available ???
