oh, ok. so your topology is more like this:
avaya--(pri)---VoiceGateway--(voip)--callmanager
in that case your VoiceGateway and callmanager are probably not negotiating
out of band DTMF. What model is the gateway, what is the configuration,
what dial-peers are you matching?

I'm not using IP trunking at this point...I just happened to have the
Avaya administrative terminal up when I got the message. We're using a
PRI at the moment, and probably won't go IP, as we hope to move to 100%
CCM this year.
