[cisco-voip] ISDN / in-band call progress conversion

We are running an AS5300 12.3(13) with a T1 PRI to a voice switch, sending 
VoIP calls to another AS5300 gateway connected to an E1/R2.

The problem we are having is false call progress/answer supervision. 
Every number dialed, whether valid or not, shows as a normal completed 
call.  See the following example of a "debug isdn q931":

When we call the above invalid number, we should get a phone company 
recording and/or an ISDN disconnect cause code indicating as such. 
However, since the remote gateway is not ISDN, the call progress is sent 
In-band, and although our local Cisco apparently sees that In-band 
information is available, it doesn't read that information and convert it 
to ISDN.

Is In-band -> ISDN call progress conversion possible on an AS5300?  If so, 
can someone direct me to the proper commands?
