is the publisher the TFTP server?

if so, a phone will register to the TFTP server if it can't reach the subs. make sure you change the subs to use IP address rather than name. 

a thought anyways. i ran into this.

  Ok, here is the fun I had:  I brought up 3 new subscribers to support a
  gaggle of CAD agents.  Their cm group has the 3 new subs in it.  In
  order to change a CAD agent to a new device pool, you also have to
  re-register jtapi.  On some of the users when I changed the device pool
  to the new one, the phone registers with the pub!  Which is not even an
  option in their cm group...Additionally, to re-register jtapi you have
  to go into the icm user in cm and un-associate their device and then
  re-associate it after you have made the change to their phone.  Part of
  the time, after un-associating the users phone, the phone will still
  show up as associated so you can't re-associate it until you do it a
  couple of times.  Just wondering if anyone has seen this type of
  behavior?
