[cisco-voip] Securing phones

It has recently been requested of me to secure the phones to prevent
unauthorized calls.  Specifically, they are looking for ways to prevent
long distance calls placed by unauthorized users after hours on someone
else's phone.  Physical security is mostly non-existant in the cubes.  

 

My thought was to create a standard phone.  We'll say extension 5100.
The default for that phone will only allow local calls, but will allow
for extension mobility.  When Bob (who is authorized to make long
distance calls) comes in in the morning, he logs into his phone.  His
extension is 5100.  Thus, if he forgets to log in, he can still receive
calls, but unless he logs in, he will not be able to make LD calls.
Does this sound like a good solution?  What other ways are there to do
this?  Is there a way to auto logout users after X hours or after a
certain time (in case they forget to log out at night)?  

 

We are running CCM 4.0(1)sr2a.  Would upgrading to 4.1 allow CSS by
time?  I know it does routing by time, but will it do outbound by time
as well?

We are also running Unity 4.0(4)
