[cisco-voip] user not showing in Attendant Console

Hi
I have Call Manager 4.1. Recently the administrator of the system added
a new user. Because of a shortage of phones he used an existing user's
phone who is not on site for a couple of weeks planning to just use a
new phone for the one he is borrowing later.
The new phone can make and receive calls and all the basic are OK but
the new employee does not show up in the Attendant Console application.
Is there a way to force a sync with the user database. I have tried the
reload button on the AC application and also tried closing and
re-opening it.
In the AC server parameters I noticed the Database sync time is 3hrs by
default
