1) Correct, we are using g711 over the WAN :). Our remote offices have a
dedicated T1 for the tunnels back to NY + their own PRI. Also, most
offices have only 5-10 people in them, so the BW is not an issue. 

2) I tried Kevin's suggestions. I have definitely verified IP
connectivity. I got on all 3 CFB/CM servers and pinged the initiating
7960 phone. Also, remember that a user in the same subnet in DC with a
7960 phone can do this with no problem.

Jason,

the CM conference bridge is g711 only.  are you really doing g711 over
your WAN?

let's start with Kevin's recommendations and go from there.  need to
verify IP connectivity between devices.  check the MRG (or perfmon) to
see which CFB is being used and verify you can ping the initiator from
that CM server.
