[cisco-voip] Change busy/unavailable tone

CM 4.2 will include additional forwarding configuration for forward on
unregistered (or similar verbage).  Currently internal to CM unregistered
and busy follow the same path.  The only way the caller would know is if you
allow many calls on the destination phone so if the user is logged in, the
caller would hear multiple rings.

But apparently the annunciatior won't fire when you are not logged in to
expansion mobility or is there a way to get him working in this case?
It would be nice to have this message '..can't be reached' instead of
the fast busy signal...

CM 4.x has the annunciator that will tell you your call cannot be
completed as opposed to just the plain old reorder tone (in some
circumstances).

Is there somewhere in the tftpath a possibitlity to change the tones
for busy and unavailable to two totally different tones, because now
unavailable is simply a slightly more rapid busy tone.
