[cisco-voip] FXO inbound issue

I am having an issue where a call that comes inbound on an MGCP gateway
rings once and then quickly hangs up.  The caller (e.g. my cell phone)
hears continuous ringing as if it were just one call.   Visually looking
at the phone you can see the half ring and then hang up.  Anyone help
would be appreciated.
