You have a couple of options:
1. You can define a hostname in DNS with multiple IP Addresses then
configure the services URL with that hostname. If the phone fails to
connect to the first entry it will try the next. IIRC, the phone
supports up to 8 entries. You should test this to see if it works as
you expect and determine if the timeout delays between attempts are
acceptable.
2. This is a more robust option. You can use server load balancing to
point a virtual web address that is pointed to multiple servers in the
cluster.
