You might want to try SynApps' SA-Announce:
http://www.syn-apps.net

It can page through Cisco IP Phones and legacy analog speakers. You just  
dial a number, enter the security code (if any) and it will page your  
voice across the members of that group. Busy phones are not paged.

Besides that, it can do:
- Hoot-n-Holler (dial a number and have it autoanswer on speaker)
- Walkie Talkie (bidirectional page)
- Text messages broadcast
