I believe you must block the router from CM also.

I am having an issue with testing an SRST configuration. I am blocking
the IP address of a phone to the 2 call managers in the cluster via an
acl. The phones go into fallback mode and register with the SRST router,
all seems fine. However when trying to call that phone from the outside
I just get a fast-busy, if I try to make a call to the outside world,
the router will collect the digit then after the inter-digit timeout it
gives a fast-busy. If I look at the active call it shows it matching my
dial-peer. I took the configuration from a known working set-up. Am I
doing the test incorrectly or is there something erroneous in my config?
Any thoughts would be appreciated.
