[cisco-voip] Disable dial tone

what's the full topology?  if you're matching a route pattern on CCM with
the 2nd digit, you can just disable 'provide outside dialtone' on that route
pattern.

This is probably a simple request (famous last words), I want to be able
to disable the dial tone on a voice port.

purely for cosmetic reasons.

here is what happens now

our PBX is connected to a cisco 2851 gateway.

when you pick up a handset the PBX generates a dial tone
dial any extension number and first digit stops the tone
to get an outside line you dial 9 then the number, now the fun part
when you dial the next digit the cisco generates a dial tone

this is confusing for the users and is causing a few support calls

been googling for hours and reading the archives with no luck
so how do i disable the dial tone generation?
