[cisco-voip] Gateways unregistering every 5hrs 2 mins

Has anyone seen a issue where multiple MGCP gateways
(2800 series) unregister from CCM every 5 hrs and 2
mins on the nose? 

Nothing really noticable in ccm traces, see normal
MGCP keepalive activity up until the issue happens.
When issue happens the call manager receives NTFY from
gateway but never sends a 200 message back to gateway.
It does a call manager reset... reason code 9.  

CCM is 4.1(3)es16
OS is 2000.4.1sr3
IOS on 2800s is 12.3(14)T3
