Is this happening for all the users or just some?

If you can see the messages in the inbox (outlook,
OWA, etc) are there any VM messages in bold or unread
after you disconnect and it lights back up?

In unity system admin, go to the subscriber having
issue and messages section/page and what does the
Indicator status show there after they play the new
VM?

When the light comes on right away again, and you call
into VM does it say you have 1 new message or not?
