[cisco-voip] Long Distance Calling Problem

Greetings,
I have a 1760 FXO Gateway that I am trying to make long distance or 800
number calls throught connected to a POTS line. I have set up a route
pattern for this purpose setup as 9.1[2-9]XX[2-9]XXXXXX
However when I try to make an out going call on this gateway I get a
fast busy signal on the phone and about a second after I get the fast
busy there is an incoming call to the first DN on the phone which is
setup as the Attendant DN for the Gateway. If I pickup this incoming
call there is nothing on it, no audio or caller ID information.
I can make outgoing local calls on this without incident as well as take
incoming calls from local and long distance. I have plugged a regular
telephone into the line to insure that I can make long distance calls on
the line period and I can.
I was hoping that someone has run into this before or might have an idea
of how to troubleshoot it. I used the DNA tool and determined that CCM
is picking up the correct route pattern as well as gateway for these
calls. I can also see the activity light on the FXO port on the 1760
light up as well when I attempt to make a call.
