[cisco-voip] CER upgrade from 1.2(2) to 1.2(3) - OS Error

I actually downloaded 1.2(3) a couple of months ago and just now tried to install it.  I downloaded and installed 1.2(3a) with no problem.

This was a problem with 1.2(3) which was posted, removed, and replaced with 1.2(3a).  how did you get this version of CER?  can you dnld from cisco.com again?

I am trying to upgrade an Emergency responder from 1.2(2) to 1.2(3a).  Release notes say minimum OS version 2000.2.6sr2 or later is required.  I installed 2000.2.7 and 2000.2.7sr7.  CER upgrade fails on OS check saying it did not detect 2000.2.6sr2 or later.?.
 
How do I install the CER upgrade ??? do I need to install 2000.2.6 and 2000.2.6sr2 on top of the 2000.2.7??
