Ok, thanks for the clarification.
I will have to check the CCM we originally opened the case for. If the param is set to false, I'm rather surprised TAC didn't point us there.
What would be a reason to set the enterprise param specifically to false? Are there any negative consequences?

This command:
voice call convert-discpi-to-prog
instructs IOS to convert a Disconnect message with progress indicator IE to
a Progress message with progress indicator IE.
In Nick's case this message:

Progress Ind i = 0x8288 - In-band info or appropriate now available

->Disconnect ->Progress
This is an 'interesting' message translation that avoids using the CM
service parameter
"Retain Media on Disconnect with PI for Active Call"
Where the idea is that a Disconnect message is received with a progress
indicator. Usually Disconnect means to immediately disconnect the call, but
the progress indicator means the PSTN or remote switch has some inband
information it would like to pass back to the calling party.

just a quick question, since there was no followup.
Have you tried the command below?
We had the exact same problem and it was traced to a bug by tac. The command
however fixed it.

We experienced stuff like this recently.
Put the following into the gateway config:
voice call convert-discpi-to-prog
that should at least work around the problems.

Is the called number onnet or offnet?
Can you send a debug isdn q931 from the gateway? CM needs to receive a
disconnect message with a progress indicator Information Element to know to
cut through audio and receive the busy tone from the destination.

I have an issue with one of my remote sites where they are not getting a
busy tone when they dial a number that is engaged, instead of saying Busy
the phone display says Call Proceed and it goes silent.
Not quite sure how long this has not been working for, can anyone help with
this we are running 4.1(3) with H323 gateways.
