Default False is the "safest" answer from a system perspective. DMS
protocols pre-ISDN ratification did not allow media channels after
DISCONNECT. In internetworking [ i.e.
CO----(q931)---router--(h323)---CM the conversion between q931 and h323]
CM loses all visibility into what the CO ISDN protocol is so we cannot
know if the q931 variant allows media after disconnect. In the router
world we originally had many DSPTimeout (remember that fun?) caused by
this exact call flow and attempting to keep DSP's allocated after
DISCONNECT.
