They should be sent to an agent once one is available and ready in that CSQ. That script is the default so has no checks, etc so once they are queued, they are queued until they hang up or they get sent to an ready agent.
You can make your own script, or modify the default to do whatever other steps you would like. You can add menu steps to have them hit option to transfer out to VM, operator, etc or after they are in queue for awhile automatically transfer (redirect) them somewhere else, etc.
If you do modify the default icd.aef script file, name the file something unique as the icd.aef gets overwrote with patches/updates/SRs applied and your changes will be lost. Theres a warning at the top of the icd.aef script file also.

Subject: [cisco-voip] Cisco IPCC Express 3.1 /3.5, caller stuck in Queue
Hi,
In the standard icd.aef script, a caller hits the right CSQ, but instead of getting connected to an available agent , he hits the 'queued' sub step and remains looped therein.
Any suggestions to get rid of this problem?
Thanks
-Zevier.
