[cisco-voip] 7961 not giving Dialtone

Anyone seen this before?

I've got a 7961 on CCM 4.1(3) that will not give a dial tone when you
pick up the handset or press the speakerphone button.  However, if you
press "NewCall" in the softkey it goes to speaker and brings up a
dialtone.  I've tried resetting the phone with no results.  Is this an
obscure setting in CCM?  I've got 50 other 7961s from the same batch and
they are not having any of these issues.
