Under the Controller e1 1/0, try adding "framing NO-CRC4".

I already put the command in s1/0:15 interface but it didn't work.
Attached is the configuration and other information of this router which
include:
sh ver
sh run
sh controllers e1 1/0
sh int s1/0:15
sh voice port summary
sh isdn status
debug isdn q921
sh ccm-manager

Hi Alan,
I am assuming the "Primary Rate ISDN software, Version 1.1." is
referring to a data PRI interface. The enacp ppp command won't
work on
this interface as it is a voice interface. It sounds like the
problem
is that serial 1/0:15 needs to have the following command to
bind the
layer 3 to CCM:
isdn bind-l3 ccm-manager
If this doesn't help, maybe you can post your router config.
