This seting bock transfers to a outside line. IS there a way to block call
forwarding to a outside line

to block external transfer use the following service parameter. available in
4.1 for sure, not sure about 4.0.x - not in 3.3.x for sure.
Block OffNet To OffNet Transfer :
This parameter determines whether transfers between external (OffNet)
parties are blocked (not allowed). Valid values specify True (block
transfers between OffNet parties) or False (allow transfers between OffNet
parties).
This is a required field.
Default: false.

Set up a CSS that has a partition blocking 9.@ assign that CSS to all
CallForwardAll lines. BAT tool would be the easiest.
