Absolutely. You can use the appropriate call forwarding calling search space and assign it one you have created to allow/block what you want.

One note, the line's calling search space is concatenated with the device calling search space. In the case of the forwarding calling search space, it overrides both the line and device.

  to block external transfer use the following service parameter. available in 4.1 for sure, not sure about 4.0.x - not in 3.3.x for sure.

   

        Block OffNet To OffNet Transfer :
       This parameter determines whether transfers between external (OffNet) parties are blocked (not allowed). Valid values specify True (block transfers between OffNet parties) or False (allow transfers between OffNet parties). 
        This is a required field.
        Default: false.

    Set up a CSS that has a partition blocking 9.@  assign that CSS to all CallForwardAll lines.  BAT tool would be the easiest.
