[cisco-voip] Publisher is spiked at 100% utilization.

system is the system process that performs system calls and responds  
to RPC's.

usually on CM publishers this happens when CDRInsert is stopped/ 
disabled/incapacitated and MANY cdr flat files have backed up in the  
directory c:\program files\cisco\calldetail\cdr or ..\cmr

responsible for 99% utilization.
