Some one else mentioned this, but what about a shared line with an ATA
and use one of those analog phones with the strobe?

Subject: [cisco-voip] External call alert
I have a user who has hearing trouble and cant always hear her ringer.
She is looking to see if there is anything we can hook up to the phone
that will just flash for an incoming call. I guess the MWI indicator
isn't working for her.
Does anyone know of a feasible solution? I sent an email to my Cisco
rep but I haven't heard anything yet,
