[cisco-voip] question about CallManager 4.1 can not use webadministrate

Make sure that the IUSR and IWAM users have been
removed from the local guest group and add them to the
WEBUsers group, do an iisreset or reboot the VM.
Also make sure that all your services are starting as
they should
