[cisco-voip] TFTP service

I want to change the background image on my phones.  From what I have
read I need add images to the C:\Program
Files\Cisco\TFTPPath\Desktops\320x212x12 directory and them within the
list.xml file.

First, am I correct by saying that?  

Is there way that I can limit what users can change the backgrounds on
there phones?  

When the list.xml file is updated will I cause any interruption in
service for any users if I restart the TFTP service?
